EBRD weighs €30m loan for Montenegro sleeping car fleet renewal
EBRD is to consider a €30m sovereign-guaranteed loan for ZPCG to buy up to 10 sleeping cars, as InnoTrans deals and a Katowice–Ostrava MoU head the week's rail supply news.

The European Bank for Reconstruction and Development is to consider a sovereign-guaranteed loan of up to €30m that would allow Montenegro's national passenger operator ZPCG to buy as many as 10 modern sleeping cars, replacing an ageing fleet and raising service standards on its long-distance routes.
The prospective loan heads a week of rail supply industry announcements that also saw Moody's reaffirm Eurofima's long-term issuer rating at Aa2 with a stable outlook on September 22, and InnoTrans host a cluster of partnership agreements spanning software, telecoms and component localisation.
What does the Eurofima rating affirmation mean?
Eurofima said the Aa2 confirmation reflects "a very strong solvency position, combining very robust capital adequacy and a pristine track record of asset performance", along with a robust liquidity and funding profile, strong market access and a very high ability of shareholders to provide support. The rating underpins the rolling stock financier's borrowing capacity as European operators continue to renew fleets.
Which InnoTrans deals target digital operations?
Vietnamese IT services group FPT and German rail software company Zedas signed a memorandum of understanding combining Zedas's expertise in rail asset and maintenance management, infrastructure and logistics with FPT's software engineering, AI, data, IoT and global delivery capabilities.
"This partnership with Zedas strengthens FPT's ability to bring its AI-first approach into the rail sector, using platforms such as FleziPT to advance predictive asset management, improve maintenance efficiency, and support more intelligent, data-driven railway systems," said Dzung Tran, FPT Software SVP and FPT Europe CEO.
Eviden and AllWayTon Technology used the Berlin trade fair to announce a partnership supplying a triple-mode FRMCS/5G P/GSM-R smartphone intended to ease the industry's transition from GSM-R to FRMCS.
"Railway organisations need to introduce FRMCS progressively while maintaining reliable access to their existing GSM-R communications," said Christian Heinrich, head of critical national infrastructure at Eviden. "Combining AllWayTon's triple-mode smartphone with Eviden's MCX technology will give users a practical way to access both environments through a single device during this critical transition phase."
What is happening on the Katowice–Ostrava corridor?
Port Polska and Czech infrastructure manager Správa železnic signed an MoU at InnoTrans establishing a framework for co-operation on rail connections between Poland and the Czech Republic, focused on preparing the cross-border Katowice–Ostrava link. Both parties intend to co-ordinate a future Connecting Europe Facility funding application.
"This is a project whose significance extends far beyond the border section itself. We want to connect the Polish and Czech high speed rail networks and create new opportunities for travel across Central Europe," said Piotr Rachwalski, Port Polska board member responsible for rail.
The agreement also covers exchange of experience in:
- technical standards and interoperability
- ERTMS
- rail market regulation
- traffic modelling
- operation of open-access services
Further talks on a Wrocław–Praha connection remain possible, though Port Polska noted that "at present, the Czech side is focusing on other priorities".
What ownership and localisation moves were announced?
Law firm Ashurst Perkins Coie advised InfraRed Capital Partners on the acquisition of Scandinavian locomotive operator Hector Rail through managed funds. "This transaction underscores the continued attractiveness of high-quality rail logistics businesses in the Scandinavian market," said lead partner Jacob Gold.
Vossloh Switch Systems and Estenad Industries Factory signed an MoU at InnoTrans to explore localising switches and crossings production in Saudi Arabia for the growing GCC market. Estenad said Saudi Railway Co and the Public Investment Fund supported the agreement — a step toward in-country manufacturing as Gulf networks expand.
Qatar Railways Co signed a strategic partnership agreement giving it flexible access to DB E&C specialists for specific assignments. DB E&C said its teams will supply expertise in railway systems, operations, safety, digitalisation and power supply, supporting feasibility studies, development of new rail services and network extensions.
In Israel, consultancy Quattron and Nafat Engineering signed an MoU to establish a joint venture focused on technical consultancy, operational consultancy and project management for mainline, metro and light rail projects.
The coming months will show whether the EBRD board approves the ZPCG loan and whether the Katowice–Ostrava partners convert their MoU into a joint CEF application, the clearest tests of intent among this week's announcements.
