Construction of the underground metro station at Manila's Ninoy Aquino International Airport Terminal 3 and its connecting tunnels officially began with a groundbreaking ceremony on September 16. The work falls under Contract Package 109 of the Metro Manila Subway Project, also designated MRT9, which is currently under construction. The airport station is a critical element of the line's promise to link the Philippine capital's congested air gateway directly to the planned regional rail network.

In Germany, Alstom presented a mock-up of the Adessia Stream EMU at InnoTrans 2026, offering the first full-scale view of the 90 custom-designed trainsets ordered by go.Rheinland and Verkehrsverbund Rhein-Ruhr for Köln S-Bahn services. The fleet will arrive as a mix of nine-car and 11-car formations, giving the operator flexibility to match train length to demand on one of Germany's busiest suburban networks.

India's Indore has completed the northern arc of its metro ring. An 11.2 km extension of the circular Yellow Line opened between Veerangana Jhalkari Bai and Malviya Nagar Chowraha, closing the northern portion of the loop and extending connectivity across the city.

The Twin Cities' Metropolitan Council has set an opening date for one of the Midwest's most delayed rail projects. The 23 km Metro Green Line light rail extension from Minneapolis to St Louis Park, Hopkins, Minnetonka and Eden Prairie will open on June 12 2027 — roughly four years behind the completion date of around 2023 originally envisaged. The extension adds five southwestern suburbs to the region's rail network and stands to reshape commuting patterns along one of the metro area's principal corridors.

In Italy, the Lazio region plans to raise Metromare frequencies between Roma Porta San Paolo and Ostia to one train every 15 minutes. The regional government is recruiting additional staff, and engineers are assessing whether the existing electrification equipment can support the intensified service. The outcome of that assessment will determine what infrastructure investment, if any, the frequency increase requires.

Delhi Metro Rail Corp moved its Central Vista corridor closer to construction on September 28, when it called tenders for civil works on package EC-04, covering 4.9 km of underground alignment. The corridor forms part of the central extension of Line 8 and will add four stations at India Gate, War Memorial–High Court, Baroda House and Bharat Mandapam, connecting some of the capital's most prominent landmarks and government districts to the metro network.

Edmonton Transit Service and Open City & Technology have switched on mobile phone connectivity in the city's light rail tunnels. TELUS, Bell and their sub-brands now have access to the network, and additional providers are expected to begin offering service in the coming weeks — a relatively low-cost amenity upgrade with a direct effect on the passenger experience underground.

The largest funding commitment in this week's round-up comes from New York, where the Metropolitan Transportation Authority has awarded a $19.7m contract to a joint venture of STV and WSP for the design phase of a $270m project to protect vulnerable sections of the Metro-North Railroad's Hudson Line between Spuyten Duyvil and Hastings-on-Hudson.

The project targets the effects of climate change on a line that runs close to the Hudson River shoreline. Planned measures include strengthening retaining walls and slopes, expanding culverts and drainage, rehabilitating track and shoreline structures, and installing flood protection where conditions allow. Construction is expected to begin in 2029. Beyond the physical works, the design phase will produce a resilient design blueprint intended to guide future protection schemes along the remainder of the line — an approach that could shape how the MTA sequences climate adaptation spending across its commuter network.

The Hudson Line design contract, the Minneapolis opening date and the Manila groundbreaking all point in the same direction: agencies are moving from planning to delivery, with timelines and budgets that will test whether execution matches commitments made years earlier.
